Adds Chapter 15 to Title 36 Arizona Revised Statutes establishing regulations for body art establishments performing piercing, tattooing, cosmetic tattooing, branding, and scarification.

Requires body art establishment operators to obtain a certificate of operation from their local public health department beginning January 1, 2019, with separate certificates needed for each location.

Mandates local public health departments establish minimum standards for body art establishments covering sanitation, pest control, equipment sterilization, recordkeeping, employee requirements, and annual bloodborne pathogen training for employees.

Authorizes local public health departments to investigate complaints, conduct inspections, issue cease and desist orders, impose civil penalties, and suspend certificates of operation for violations of the chapter.

Permits cities, towns, and counties to adopt ordinances affecting body art establishments that are more stringent than state-prescribed minimum standards.
