Joint Legislative Budget Committee shall determine and Department of Administration shall allocate to each state agency the amount needed to implement a reduction in force.

All monies from appropriated funds and nonfederal nonappropriated funds that are reduced shall be transferred to the state general fund.

Each state agency, department, board or commission must implement reductions in the following order: eliminate unfilled positions vacant for at least six months beyond typical vacancy periods, identify nonessential positions, and consolidate positions whenever possible.
