Establishes the joint legislative study committee on pension costs, salary parity and capital expenditures in public schools, consisting of two house members, two senate members, representatives from teacher and school administrator organizations, a school district governing board member, the president of the state board for charter schools, and the director of the Arizona state retirement system.

Committee is authorized to study and examine issues pertaining to pension costs, salary parity and capital expenditures in public schools, request information from school districts and state agencies, hold hearings, and receive public testimony.

State agencies, political subdivisions, school districts and charter schools must provide the committee with services, equipment, documents, personnel and facilities without cost to the extent possible.

Committee must submit a report of findings and recommendations to the governor, speaker of the house, and president of the senate by December 31, 2017, with a copy provided to the secretary of state.

The committee is automatically repealed on June 30, 2018.
