Applies portable reflector unit compliance option to disabled vehicles, allowing reflectors displayed on roadways to satisfy warning device requirements instead of traditional flares, fusees, or electric lanterns.

Maintains separate rules for vehicles transporting flammable liquids in bulk or compressed flammable gases, which must use electric lanterns rather than flame-producing warning devices.
