Amends section 36-2233 of Arizona Revised Statutes regarding certificates of necessity for ambulance services in Arizona.

Clarifies that a certificate of necessity is not required for vehicles and persons exempt from certificate of registration, or for ambulance services operating under temporary authority.

Specifies that when fire districts merge or consolidate under sections 48-820 or 48-822, the service area boundaries of an existing certificate of necessity are not automatically expanded.

Establishes a temporary provision allowing the director to determine if service area expansion is needed for merged or consolidated political subdivisions (other than cities or towns) between the effective date and October 1, 2018.

This temporary provision is repealed on September 30, 2018.
