Requires fingerprint submission and state/federal criminal records checks for all persons appointed by the governor to boards, commissions, judicial positions, and other appointed offices before their appointment.

Applies to appointees for numerous licensing and regulatory boards including nursing, dental, medical, behavioral health, occupational therapy, and other professional licensing boards.

Applies to appointees to occupational safety and health review board, Arizona court of military appeals, military judges, and superior court judge applicants.

Applies to gubernatorial appointees to the Arizona commerce authority board, public safety personnel retirement system board of trustees, peace officer standards and training board, and Arizona water authority board.

Authorizes the Department of Public Safety to exchange fingerprint data with the Federal Bureau of Investigation for criminal history record checks.
