Establishes preference order: veteran-owned business bidders receive first preference, followed by Arizona bidders, both preferred over nonresident bidders.

Requires agencies to add a percentage increase to nonresident bids equal to the preference given to in-state bidders in their home state, based on a list published annually by the department by January 1.

Defines "Arizona bidder" as a business authorized to transact business in Arizona, maintaining headquarters in the state for at least 12 consecutive months, with paid taxes (exemption available for businesses employing 500+ Arizona residents with health benefits).

Defines "veteran-owned business" as a business at least 51% owned by one or more honorably discharged armed forces veterans, controlled by veteran owners, with home office located in Arizona.
