Allows foreign insurers holding certificates of authority in other states to issue health and sickness insurance in Arizona without obtaining an Arizona certificate of authority, provided they maintain financial reserves equal to or greater than Arizona's requirements.

Requires foreign insurers to register with the Arizona Department of Insurance before issuing policies and file annual financial reports; director may revoke registration if insurer fails to maintain required reserves, experiences regulatory action, or violates Arizona insurance laws.

Mandates that policies issued by foreign insurers include a prominent notice stating the policy is governed by the laws of the issuer's home state and is not subject to all Arizona insurance laws, including Arizona-mandated health coverage requirements.

Subjects foreign insurers issuing policies under this provision to Arizona's unfair trade practices, utilization review standards, and claims handling requirements; Arizona courts may exercise jurisdiction over disputes involving these policies.

Modifies sections 20-221 and 20-224 to include foreign insurers in service of process and premium tax reporting requirements; allows Arizona residents to use the state's health care appeals process for policies issued under this law.
