Amends Arizona Revised Statutes sections 40-250, 40-256, 40-285, 40-301, and 40-361 to provide exemptions and special treatment for member-owned nonprofit cooperative corporations.

Allows member-owned nonprofit cooperative corporations to propose rate increases with or without a hearing, with board approval presumed to justify the increase.

Exempts member-owned nonprofit cooperative corporations from commission approval requirements for dispositions of property, capital stock acquisitions, and issuance of stocks and bonds.

Requires adoption of simplified filing procedures and reduced filing requirements for member-owned nonprofit cooperative corporations in rate proceedings.

Establishes presumption that charges, rules, and regulations are just and reasonable if approved by affirmative board vote of a member-owned nonprofit cooperative corporation.
