Establishes the transportation infrastructure study committee, appointed by the speaker of the house of representatives, consisting of one house member (chairperson), the ADOT director or designee, one legal community member, two government affairs specialists, and six business community members.

Committee shall study the feasibility of constructing, maintaining, and improving transportation infrastructure including highways, rail, and related infrastructure from Phoenix to an international point of entry in southern Arizona.

Appropriates $300,000 from the state general fund in fiscal year 2017-2018 to the house of representatives for the study, with all expenditures requiring speaker approval.

Requires the committee to submit findings and recommendations to the governor, president of the senate, and speaker of the house by December 15, 2017, with a copy provided to the secretary of state.

Committee automatically repeals December 31, 2017; committee members receive no compensation but are eligible for expense reimbursement.
