Amends Arizona's Clean Elections Act to apply to candidates for county offices including board of supervisors, assessor, attorney, recorder, school superintendent, sheriff, and treasurer.

Requires county candidates participating in the clean elections system to collect a minimum of 200 qualifying contributions and file reports with the county officer in charge of elections.

Establishes primary election spending limits based on county population: $1,500 for counties under 150,000 people, $5,000 for counties with 150,000-500,000 people, and $16,000 for counties with 500,000+ people.

Requires a three-fourths vote of both houses of the legislature for the bill to become effective, pursuant to Arizona Constitution Article IV, Part 1, Section 1.
