HB 2535 Summary

• Amends Arizona Revised Statutes § 37-620 to vest concurrent criminal jurisdiction in the United States over federal lands in Arizona, including national parks, monuments, recreation areas, and dams.

• Jurisdiction vests upon the United States submitting a formal written request to the governor with legal description and plat, followed by gubernatorial approval and filing with county recorders.

• Arizona retains concurrent jurisdiction and may withdraw from any land or area three years after written notification to the Secretary of the Interior.

• Applies to National Park Service lands (including Grand Canyon, Petrified Forest, and 18 other monuments and parks), Bureau of Reclamation lands (six dams), and the Barry M. Goldwater Range under the Department of Defense.

• Barry M. Goldwater Range jurisdiction is effective only after completion of a memorandum of understanding with affected county sheriffs addressing lead investigative agency responsibilities and was limited through December 1, 2017.
