Amends Laws 2016, Chapter 126, Section 7 to modify vehicle wash system appropriations: $2,344,800 for construction of six vehicle wash systems and $3,185,200 distributed to counties (33.231%), incorporated cities and towns (48.097%), large cities with 300,000+ population (5.247%), and large counties with 800,000+ population (13.425%).

Appropriates $8.3 million from state general fund and capital outlay stabilization fund to Department of Administration for major maintenance and repair of state buildings in fiscal year 2017-2018, with up to $275,000 annually for five FTE positions.

Appropriates $5.464 million from corrections building renewal fund to State Department of Corrections for building renewal projects in fiscal year 2017-2018.

Appropriates capital outlay funds for multiple projects: $1 million to Arizona Exposition and State Fair Board, $1.1 million for two deicer buildings, $4 million for Safford equipment service shop, $240,000 for Tempe impound storage yard, $5.3 million to Arizona State Parks Board for Rockin' River Ranch and other improvements, and $1.45 million for replacement of prison locking systems.

Appropriates $315.286 million from state highway fund and $24.555 million from state aviation fund to Department of Transportation for statewide highway construction and airport planning/development in fiscal year 2017-2018; all capital appropriations require joint committee on capital review approval before spending.
