Establishes Arizona Job Training Fund administered by the authority with monies for employee training programs, requiring minimum 25% allocation to small businesses (fewer than 100 employees) and 25% to rural area businesses, with individual grants capped at $1,300,000.

Creates Highway Damage Recovery Account within the State Highway Fund to collect monies from damage to state highways and property, with proceeds designated for highway maintenance subject to legislative appropriation.

Amends Military Installation Fund procedures to require department submission of proposed awards to the Joint Committee on Capital Review before distributing monies.

Modifies building maintenance responsibilities by adding the Mining, Mineral and Natural Resources Educational Museum to exemptions from Department of Administration maintenance requirements.

Sets fiscal year 2017-2018 capital outlay stabilization fund rental rates at $13.08 per square foot for office space and $4.74 per square foot for storage space, and exempts Department of Administration from rulemaking requirements for changing risk management agency deductibles until July 1, 2018.
