Amends section 42-5304 to direct the first $1,800,000 of net revenues collected under the article to the safe drinking water program fund established by section 49-360, with remaining revenues going to the water quality assurance revolving fund.

Establishes a new safe drinking water program fund (section 49-360, subsection H) to receive deposits from section 42-5304 revenues and pay for department programs required by the article, with monies exempt from lapsing provisions.

Authorizes the Arizona water protection fund commission to grant up to $336,000 to the department of water resources for administrative costs in fiscal year 2017-2018.

Permits the department of environmental quality to transfer up to $6,531,000 from the underground storage tank revolving fund for administrative costs in fiscal year 2017-2018, suspending normal restrictions.

Appropriates $10,713,300 from various environmental funds (emissions inspection, air quality, permit administration, and recycling funds) to the water quality assurance revolving fund for fiscal year 2017-2018, with intent to supplement with $1,500,000 in direct deposits.
