Removes eligibility restriction for community college districts in counties with 750,000+ population to receive operating state aid.

Requires Arizona Board of Regents to conduct comprehensive cost study by December 15, 2017 on actual cost of educating full-time resident undergraduate students, including tuition breakdown, faculty/administration costs, and program differentiation.

Requires Arizona Board of Regents to submit annual university cost containment reports detailing actions taken to contain costs, historical tuition increases, faculty/administration growth, and return on investment for non-instructional spending.

Establishes Arizona Teacher Academy starting 2017-2018 academic year with full tuition and fee waivers for students who commit to teach one school year in Arizona public schools for each academic year completed.
