Urges United States Congress to divide the Ninth Circuit Court of Appeals into two separate circuits by creating a new United States Court of Appeals for the Twelfth Circuit.

Asserts the Ninth Circuit is unwieldy, covering nearly one-fifth of the U.S. population across 9 states plus territories, with 29 active judge seats and 48 total judges, and has the longest median case disposition period (15.4 months) of any federal appellate court.

Notes the Ninth Circuit was reversed by the U.S. Supreme Court in 79.5% of cases reviewed during the four-year period ending June 2014, and individual judges cannot feasibly read all court opinions (557 published and 5,994 unpublished in fiscal year 2015).

Requests that if the circuit is divided, Arizona be placed in whichever new circuit does not include California, to restore Arizona's equal footing in the federal judicial system.

Directs Arizona's Secretary of State to transmit the memorial to the President of the Senate, Speaker of the House, and all Arizona members of Congress.
