Urges the United States Congress to repeal the Affordable Care Act only if accompanied by an adequate replacement plan.

Requests any replacement plan retain market reforms including protections for people with preexisting conditions, prohibition of lifetime limits, and dependent coverage for children under age 26.

Requests any replacement plan retain individual mandates and subsidies that provide affordable coverage for low-income and middle-income individuals.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President, Speaker of the House, President of the Senate, and all Arizona Members of Congress.
