Urges the U.S. Congress, Environmental Protection Agency, and Department of Energy to repeal the Clean Power Plan and replace it with an acceptable coal-fired electricity generation program.

Contends the EPA exceeded its statutory authority under the Clean Air Act in issuing the Clean Power Plan regulations without adequate stakeholder input and participation.

States the coal-fired electricity generation industry is valuable to Arizona and the nation, and that the Clean Power Plan has prevented the industry from operating safely and effectively.

Requests the EPA work with states to develop a responsible replacement program and the Department of Energy develop a strategic plan for supporting clean, economic, and efficient coal-fired systems.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the U.S. House, EPA Administrator, Department of Energy Secretary, and all Arizona Members of Congress.
