Urges the U.S. Congress to propose the Regulation Freedom Amendment to the U.S. Constitution, which would require a majority vote of the House and Senate to adopt any federal regulation opposed in writing by one-quarter of the members of either chamber.

States that the growth and abuse of federal regulatory authority threatens constitutional liberties protected by the Bill of Rights, including those in the First, Second, Fourth, and Fifth Amendments.

Asserts that federal regulators must be more accountable to elected representatives and compares current federal regulatory expansion to the grievances against the British Crown cited in the Declaration of Independence.

Notes that while the REINS Act (requiring congressional approval of major regulations) has passed the House with bipartisan support, only a constitutional amendment cannot be repealed or waived by future Congresses and Presidents.

Directs the Arizona Secretary of State to transmit copies of the memorial to each Member of Congress.
