Urges the United States Environmental Protection Agency to revise the Exceptional Events Rule to address background ozone and emissions outside state regulatory control.

Identifies Arizona's natural air quality challenges including haboobs, dust storms, and wildfires that cause fine particulate and ozone levels to exceed National Ambient Air Quality Standards.

Notes that the EPA's September 16, 2016 revisions to the Exceptional Events Rule failed to adequately address intrastate, interstate, and international transport issues affecting air quality compliance.

Requests Congress take action to ensure the Exceptional Events Rule is revised to provide an effective process for addressing background ozone and uncontrollable emissions sources.

Directs the Arizona Secretary of State to transmit the memorial to the President of the United States Senate, House Speaker, all Arizona Congressional members, and the EPA Administrator.
