Requests Congress allow grant recipients to pay 100% of their cost-share obligations using in-kind contributions instead of cash.

Identifies smaller rural communities as particularly impacted, as they often have abundant in-kind resources but lack financial capacity to cover their required share of eligible costs.

Directs Arizona's Secretary of State to transmit the memorial to the President of the U.S. Senate, Speaker of the U.S. House, and Arizona's congressional delegation.
