AZ HCR2002

Proposes a constitutional amendment to repeal and replace provisions of Article IV, Part 1, Section 1 limiting the legislature's power over initiative and referendum measures.

Removes restrictions preventing the governor from vetoing initiative or referendum measures approved by voters.

Removes the legislature's prohibition on repealing voter-approved initiative or referendum measures, replacing it with a requirement that three-fourths of each house vote to supersede such measures only if the new measure furthers the original measure's purposes.

Removes restrictions on the legislature's ability to amend voter-approved measures and to appropriate or divert funds created by such measures, replacing them with a three-fourths vote requirement if amendments further the original measure's purposes.

Allows the legislature to enact measures that supersede initiative or referendum measures with a three-fourths vote in each house, provided the new measure furthers the purposes of the original measure.
