AZ HCR2003

Proposes an amendment to Article VII, Section 13 of the Arizona Constitution regarding bond elections and special assessments.

Modifies voter eligibility language to clarify that questions on bond issues or special assessments shall be submitted to "the qualified electors" of the state or affected political subdivision.

Changes "real property tax payers" and removes "in all respects be" from the existing constitutional language as a technical correction.

Requires the Secretary of State to submit the proposition to voters at the next general election per Article XXI of the Arizona Constitution.
