Proposes amendment to Arizona Constitution Article IV, Section 1 to modify initiative and referendum procedures by changing percentage requirements from "per centum" to "percent" for consistency.

Removes language allowing legislature to repeal or amend referendum measures approved by majority vote, while maintaining existing protections for initiative measures.

Eliminates legislature's power to appropriate or divert funds created by referendum measures without three-fourths supermajority vote and demonstration that actions further the measure's purposes.

Prevents legislature from superseding referendum measures through legislation unless the superseding measure furthers the referendum's purposes and receives three-fourths supermajority approval in both houses.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election.
