AZ HCR2009

Requires all firearm sales or transfers to be conducted through a licensed firearms dealer, unless both parties are licensed dealers.

Mandates licensed dealers to conduct federal background checks (18 USC 922(t)) on purchasers and transferees before delivering firearms.

Allows dealers to charge a maximum $20 administrative fee to cover costs of facilitating the transfer.

Exempts law enforcement, military, gunsmiths, common carriers, shooting range loans, lawful youth hunting, family gifts between immediate family members, inheritance, antique firearms, and emergency transfers to prevent imminent death or serious bodily harm.

Establishes violation of this requirement as a class 5 felony offense.
