AZ HCR2013

Applies to Congress under Article V of the U.S. Constitution to call a convention for proposing a constitutional amendment requiring a balanced federal budget.

Requires that total federal appropriations cannot exceed estimated federal revenue for any fiscal year, except during a national emergency, along with related fiscal restraints.

Aggregates with existing balanced budget applications from 27 other states (Alabama, Alaska, Arkansas, Colorado, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Maryland, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, and West Virginia) to reach the two-thirds threshold needed for a convention.

Constitutes a continuing application that supersedes all previous applications by Arizona on the same subject.

Requires Arizona Secretary of State to transmit the resolution to federal and state legislators.
