References the Scottish Declaration of Independence (April 6, 1320) and Scottish National Covenant (1638) as documents that influenced the framing of the U.S. Declaration of Independence and Constitution.

Acknowledges that National Tartan Day has been celebrated across the United States since 1997 and recognizes Scottish Americans' historical contributions in arts, sciences, politics, government, technology, mathematics, and military service.

Encourages all Arizonans to observe Tartan Day with appropriate ceremonies and dress, including the Arizona Flag tartan and Arizona Scottish tartan.

Recognizes the heritage and pride of Arizonans of Scottish descent and their cultural symbolism.
