• Authorizes Arizona to send a delegation of 1-7 commissioners and paired alternates to an Article V convention if called by Congress to propose a balanced budget amendment to the U.S. Constitution.

• Delegates must be elected Arizona legislators selected jointly by the House and Senate, with each commissioner taking an oath to follow legislative instructions and only vote on balanced budget amendment proposals.

• Establishes an Article V Convention Committee of three members to monitor delegates for compliance with instructions, advise on legislative positions, and enforce discipline including recall authority.
