Acknowledges that the Japanese-American population grew 22% between 2000 and 2013, with 48% holding bachelor's degrees or higher and 89% voter turnout in the 2012 election.

Commemorates February 19, 2017 as the 75th anniversary of Executive Order 9066, signed by President Franklin D. Roosevelt on February 19, 1942, which excluded 120,000 Japanese Americans and legal resident aliens from the west coast and led to their incarceration in internment camps during World War II.

Recognizes the historical significance of February 19, 1942 as the date when Executive Order 9066 restricted the freedom of Japanese Americans.
