AZ HJR2002

Authorizes the director of the Arizona Department of Water Resources to forbear (forgo) Arizona's rights to certain intentionally created surplus water from the Colorado River created through partnerships between Colorado River entitlement holders in Arizona, California, Nevada and Mexico.

Requires that Mexico agree to reduce its Colorado River water deliveries in years when Arizona experiences shortage reductions, and allows formation of partnerships to supplement the lower Colorado River mainstream to create intentionally created surplus.

Permits the director to enter into forbearance agreements in substantially the same form as the 2017 Lower Colorado River Basin Forbearance Agreement for Binational Intentionally Created Surplus.

Allows the director to enter into additional forbearance agreements if Arizona water users will not be adversely affected, and requires notification of the governor and legislature with written reports to relevant committees.

Expires the director's authority to enter forbearance agreements on December 31, 2017.
