Transfers and renumbers sections 41-1361 through 41-1365 (relating to the governmental mall commission) to sections 41-811 through 41-815 within title 41, chapter 4, article 8 of Arizona Revised Statutes.

Renames the "Legislative Governmental Mall Commission" to the "Arizona Governmental Mall Commission" and modifies its composition to include the director of administration as ex officio chairperson rather than having the commission elect its own chairman.

Updates references throughout statutes (sections 34-225, 41-608, 41-791.02, 41-806, and 41-1713) that previously cited the old section numbers to reference the new section numbers for governmental mall provisions.

Authorizes the placement of a monument in the governmental mall dedicated to Assyrian Christians killed in the Assyrian genocide, with all fundraising and construction costs to be borne solely by private proponents without state funding.

Repeals the authorization for the Assyrian genocide commemoration monument on September 30, 2020.
