Amends sections 41-3801, 41-3803, and 41-3804 of Arizona Revised Statutes regarding human rights committees for persons with developmental disabilities and the mentally ill.

Establishes that human rights committees must consist of 7-15 members with expertise in psychology, law, medicine, education, special education, social work, criminal justice, mental health, housing, or public safety.

Requires committees to include at least two parents of children receiving services and, for behavioral health committees, at least one current or former client of the behavioral health system.

Authorizes committees to hold community forums annually to receive comments from individuals with serious mental illness, family members, and caregivers regarding their experiences across the care continuum.

Grants committees access to confidential client information and records necessary to conduct oversight duties, with violations of confidentiality requirements classified as class 2 misdemeanors, and provides immunity to committee members acting in good faith.
