Amends Arizona Revised Statutes Section 35-152 regarding payment of fees and expenses for federal special masters appointed by courts.

Prohibits state officers, employees, or agents from opening accounts or paying fees and expenses for federally-appointed special masters unless the legislature appropriates funds for such payments.

Provides liability protection for state officers, employees, or agents who comply with the prohibition on paying special master fees without legislative appropriation.

Makes the section applicable to all special master fee bills submitted after July 13, 1995.
