Amends Arizona Revised Statutes Section 11-820 to prohibit counties from restricting home-based business owners who hold valid licenses from making residential property improvements such as adding doors, shelving, or display racks.

Allows home-based business owners to display temporary commercial signs up to 24 inches by 24 inches on residential property during business hours and to sell goods without local regulation restrictions.

Permits home-based businesses to have multiple clients on the property at one time and allows traffic, parking, and delivery activity that does not cause on-street parking congestion or substantial increases in residential traffic.

Authorizes home-based businesses to employ residents of the primary dwelling, immediate family members, or up to one or two non-resident individuals who are not family members.

Maintains county authority to impose reasonable operating requirements on home-based businesses while defining key terms including "goods," "home-based business," "immediate family member," and "license."
