Maintains existing exemptions for specific categories including owner-occupants, developers using licensed contractors, architects and engineers, and pest management professionals.

Clarifies that fire safety work, gas/propane connections, and hardwired smoke alarms and fire sprinklers remain subject to licensing requirements regardless of project value.
