Amends Arizona Revised Statutes section 28-455 to allow certified process servers to access motor vehicle records from the Department of Transportation.

Adds certified process servers to the list of professionals (along with attorneys and licensed private investigators) permitted to obtain personal information from motor vehicle records for civil, criminal, administrative or arbitration proceedings.

Certified process servers may access records for service of process, investigation in anticipation of litigation, and execution or enforcement of judgments and orders, or pursuant to court order.

Maintains existing privacy protections and compliance with the federal Driver's Privacy Protection Act of 1994.
