Amends Arizona Revised Statutes Section 39-121.02 regarding public records access and denial appeals.

Requires persons requesting public records to identify records "with reasonable particularity" when filing appeals in superior court for denied access.

Allows courts to award attorney fees and legal costs to parties who substantially prevail in public records actions, without limiting rights to recover additional damages under Section 12-349.

Creates a cause of action for damages against public officers or bodies that wrongfully deny access to public records.

Establishes an affirmative defense that a request for public records access may be denied if the request is unduly burdensome or harassing.
