Requires cities, towns, counties, state agencies, and districts issuing service access cards to label them clearly with "for use to access [entity] services only, not an identification card" in at least 12-point bold type.

Prohibits service access cards from printing the word "identification" except to state the card is not an identification card, and restricts listed services to only those the individual is legally entitled to receive.

Mandates that service access cards issued as identification cards must follow the same stringent procedures as nonoperating identification licenses, requiring applicants to submit identical information and documentation and accept only motor vehicle division-approved identity documents.

Prohibits service access cards from using the same color scheme or design format as state driver licenses or nonoperating identification licenses.

Applies to all service access cards issued by third parties on behalf of municipalities, counties, state agencies, and districts, with existing cards remaining valid for one year after the effective date.
