Expands the controlled substances prescription monitoring program to include Schedule V controlled substances in addition to existing Schedule II, III, and IV substances.

Adds the Department of Health Services as an authorized recipient of prescription monitoring data to implement public health responses addressing opioid overuse or abuse, including reviews under section 36-198.

Modifies reporting requirements to include Schedule V controlled substances and updates references to the United States Drug Enforcement Administration registration numbers throughout the statute.

Makes the Department of Health Services provision effective only if House Bill 2493 of the 53rd Legislature relating to drug overdose deaths becomes law.
