Amends Arizona Revised Statutes section 12-820.03 to clarify that public entities and employees are not liable for injuries from plans or designs for transportation facilities (highways, roads, streets, bridges, rights-of-way) if the plan or design conforms to generally accepted engineering or design standards in effect at the time of preparation.

Requires public entities or employees to provide reasonably adequate warning to the public about any unreasonably dangerous hazards to allow the public to take suitable precautions.

Establishes that if a genuine issue of material fact exists about whether the public entity or employee met these requirements, the issue must be resolved by a separate trial before any trial on damages occurs.
