SB 1031 Summary

• Establishes a study committee on incompetent, nonrestorable and dangerous defendants consisting of 14 members including state legislators, judges, prosecutors, health officials, and private sector experts.

• Committee shall research and recommend programs for short-term and long-term treatment and supervision of persons charged with violent crimes who are found incompetent and nonrestorable under Arizona law.

• Committee must investigate legal frameworks, eligible population size, necessary facilities and staffing, program costs, and review comparable programs in other states.

• Committee shall submit findings and recommendations to the governor and legislature by December 31, 2017, with public hearings and access to state agency information and data.

• Section is repealed June 30, 2018.
