Repeals section 41-3017.13, Arizona Revised Statutes, and relocates board of executive clemency provisions to section 41-3025.13.

Establishes that the board of executive clemency terminates on July 1, 2025, with Title 31, chapter 3 and related statutory provisions repealing on January 1, 2026.

Continues the board's authority to recommend and grant commutations, pardons, reprieves, absolute discharge, and to grant or revoke paroles pursuant to section 41-2955.

Sections 1 and 2 are effective retroactively to July 1, 2017.
