Amends section 15-182 to modify the state board for charter schools' powers, including authority to adopt rules and policies necessary to accomplish prescribed purposes.

Adds language clarifying the board shall "exercise general supervision over charter schools that are sponsored by the board" and may "adopt rules and policies that the board deems necessary."

Amends section 41-1005 to exempt the state board for charter schools from standard administrative rulemaking procedures, similar to existing exemptions for the state board of education.

Requires the state board for charter schools to provide at least two opportunities for public comment before implementing or changing any rule.

Establishes a petition process allowing persons to object to board policies or rules within one year if they violate state law, exceed legislative intent, or have unintended negative policy impacts, with the governor's regulatory review council able to invalidate rules if requested.
