Establishes a high-quality teacher professional development pilot program administered by the Arizona Department of Education to award scholarships and grants up to $2,000 per applicant to certificated teachers seeking additional credentials in high-need content areas (math, science, technology, engineering, and career/technical education).

Recipients must agree to teach in Arizona public schools for at least three additional years after completing their coursework; those who fail to meet this requirement must repay the full scholarship or grant amount.

Department must submit annual reports by November 1 to the Governor, President of the Senate, Speaker of the House, and Secretary of State summarizing pilot program results.

Pilot program terminates July 1, 2020, with the entire section repealed July 1, 2022.

Appropriates $300,000 from the state general fund in fiscal year 2017-2018 for the program, exempt from standard lapsing appropriations provisions.
