Amends the definition of "marijuana" in Arizona Revised Statutes section 13-3401 to exclude hemp plants and hemp-derived products with delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3 percent on a dry weight basis.

Excludes the mature stalks of cannabis plants and sterilized, non-viable seeds from the definition of marijuana.

Updates grammatical language in the marijuana definition section while maintaining existing exclusions for oil and cake made from cannabis seeds and fiber from mature stalks.

Clarifies that only cannabis plants with resin extracted and those exceeding the 0.3 percent THC threshold are considered controlled marijuana under state law.
