Amends Arizona Revised Statutes section 12-3301 to clarify the authority and requirements for private process servers appointed or certified by the Arizona Supreme Court.

Private process servers may serve all process, writs, orders, pleadings, and papers required or permitted by law, with exceptions for actions requiring the officer to sell, deliver, or take custody of persons or property.

Requires private process server applicants to submit fingerprints and pay a fee to the Department of Public Safety for criminal background investigation to determine suitability for certification.

Permits the Department of Public Safety to exchange fingerprint information with the Federal Bureau of Investigation for federal criminal records checks, with applicants bearing the actual cost of obtaining their criminal history records.

Allows private process servers to charge fees agreed upon between the server and the party engaging their services.
