Amends Arizona Revised Statutes Section 15-726 regarding textbook and instructional computer software purchases in small schools.

Changes the authority of county school superintendents in schools with four or fewer teachers from "having advisory authority to assist" to "advise" the governing board in selecting and ordering textbooks and instructional computer software.

Maintains that state welfare institutions and accommodation schools must purchase textbooks and instructional computer software using the same procedures as common schools.

Requires welfare institutions to use their own institutional funds for purchases, while accommodation schools' textbooks and software are purchased by county school superintendents using county school reserve funds.
