Changes the appointment authority for the Arizona State Parks Board director from the governor to the Arizona State Parks Board itself.

Director must not be a board member and serves at the pleasure of the Arizona State Parks Board instead of the governor.

Maintains existing qualifications requiring successful experience in business or government administration and knowledge of land use and natural resource conservation.

Governor retains responsibility to designate a full-time employee as the state historic preservation officer with expertise in historic preservation.
