Instruction permit holders (ages 15.5+) are prohibited from using wireless communication devices while driving except during emergencies, with enforcement only when another motor vehicle law violation is present.

Class G licensees (under 18) are prohibited from using wireless communication devices during the first 6 months of holding the license, except during emergencies or when using audible turn-by-turn navigation without manual input or adjustment.

Class G licensees are restricted from driving between 12:00 a.m. and 5:00 a.m. during the first 6 months unless accompanied by a parent/legal guardian with valid license or driving to/from school activities, employment, religious activities, or family emergencies.

Class G licensees cannot drive with more than one passenger under age 18 during the first 6 months, except when accompanied by a parent/legal guardian or when passengers are siblings.

Violations result in civil penalties ($75 for first violation, $100 for second, $100 with 30-day license suspension for third+) and restrictions extend by 30-60 days or until age 18; enforcement requires reasonable cause for another motor vehicle law violation.
